Eyebrows are tricky windows. Shutters, sometime, seem to be the cure-all for eyebrow windows. Shutters can follow the curve of the window while most other window products are required to be rectangular.
The curve of an eyebrow is, oftentimes, left open because that becomes the simplest thing to do and does not limit you to a particular product. If you don't want openings above your window coverings or if you don't want choice limitations, then keep your windows rectangular if you are given that choice.

Some Things to Consider
It would be nice to say that there is one perfect window product, but it would not be a completely true statement. Some people want the same product throughout the entire house, but sometimes different windows with different views can require or allow different products which do different tricks. Some windows offer views of brick walls, while some windows offer views of beautiful lakes. Some windows face the afternoon sun for what is and what seems like hours, while some windows only need privacy at night. Some rooms require darkness, while some rooms demand light. Some people like to look out clear windows with no obstruction whatsoever, while some people like to look through louvers, whether they be a wood blind or a shutter, knowing that other folks cannot see straight into their rooms. Some people need remote control options for high windows or inaccessible windows behind tubs or way behind kitchen sinks.
All types of blinds have pros and cons. It all depends upon your wants and needs.
Your one mistake would be to buy a blind that is not substantially built and you are then forced to, needlessly, buy a new blind in just a few years, when the window covering should last and last. Even worse would being unable to operate the blind and to lose the view, because of personal stubborness to buy a window covering twice.
